Frank Cloud (Chairman)
Frank Cloud was appointed to the Butler County Board of Elections in February 2010. A lifelong Democrat, Cloud has served as the chair of the Butler County Democratic Party and currently serves as a member of the Democratic Party's leadership board. He also is a leader in the labor community, serving as the Business Manager of the International Brotherhood of Electrical Workers Local 648 for the past seven years.
Cloud was named Chairman of the Board of Election in March 2012. Since joining the Board as a Member, Cloud has been integral to the Board's successful implementation of new technologies and processes to streamline the elections process and reduce costs.
Cloud is a lifelong resident of Butler County, currently living in Fairfield.
Judith Shelton (Board Member)
Judith Shelton was appointed to the Butler County Board of Election in August of 2002. A lifelong Republican, Ms. Shelton has been involved with the Butler County Republican Party since 1976 and is currently Central Committee Chairman as well as a Central Committee representative in her precinct, Ham21Wd1.
Ms. Shelton was a member of Hamilton City Council for nearly five years in the 1980’s and has been very active in the community over the years.
Obtaining a BS in Elementary Education fromMiami University, Mrs. Shelton served as a teacher from 1967 – 1970 in the Hamilton City Schools. Currently she serves as secretary, treasurer and office manager of Shelton & Sons Development, Inc. and is owner and Real Estate Broker for Random Properties in Hamilton.
Bruce Carter (Board Member)
Bruce Carter was appointed by the Butler County Democratic Party to serve on the Butler County Board of Elections in March of 2012.
Mr. Carter was first licensed as an attorney in 1991 and is licensed in Ohio, Pennsylvania, Texas and West Virginia. He has a bachelors’ and masters’ degree in journalism from Marshall Universityand a law degree from University of Akron. As an attorney, Bruce has been a part of cases from Hawaii to New York. Bruce has had cases before the U.S. Supreme Court, the Illinois Supreme Court and appellate courts in Ohio,Texas, and Wisconsin.
He has served as co-chair of the Court Appointed Official Creditors’ Committee of the Combustion Engineering bankruptcy, and as a member of the American Bar Association’s Torts and Insurance Practice Section Asbestos Task Force. Bruce volunteered as a voter protection attorney in Butler County, Ohio. Prior to law school Bruce served in the U.S. Navy aboard the USS Nimitz as a photographer. After the Navy Bruce worked to put himself through college, earning a teaching degree in social studies and journalism. He taught high school and worked as a journalist in West Virginia.
Bruce is married to Michele DeCresce, a former teacher, volunteer Court Appointed Special Advocate and an attorney who represented abused and neglected children. They have two daughters, Leah, a Miami University student and Maya, who attends Miami University and Fairfield High School. They have been residents of Fairfield since 1996.
David E. Kern Board Member
David Kern was appointed to the Butler County Board of Elections by Secretary of State Jon Husted on March 27, 2013 to complete the unexpired term of Tom Ellis ending February 28, 2014.
David was re-elected to a fourth consecutive term as Liberty Township Trustee in November, 2011.
He is a long time resident of Liberty Township; for 38 years he and his wife, Katy, operated his family’s 4th generation nursery and landscaping business on Millikin Road. David spent his college years at Wabash College. While in the Army, he attended Army language school and became a Turkish Linguist.
David currently serves as the Chairman of the Butler County Republican Party. He has served on the Liberty Township Volunteer Fire Department.
He is an avid hunter and conservationist.
David and Katy have four children who are all active in their communities.
